
Task Summary: Development of PMO Structure for Sulphur Granulation Production Facility
The task involved developing a comprehensive PMO structure to support the planning, engineering, construction, procurement, commissioning, and HSE management of the Sulphur Granulation Production Facility. The structure defines clear roles, responsibilities, and reporting lines across six key functional divisions: Administration & Automation, Project Management, Technology Management, Construction Office, Tendering/Procurement & Logistics, and HSE/Industrial Safety & Environment.
The PMO staffing plan covers 30–35 personnel, phased over three years to align with project milestones, with selected specialized functions, including design and commissioning, outsourced to optimize resources. The proposed structure ensures efficient project coordination, accountability, and flexibility, enabling the project team to manage core production facilities, logistics, construction quality, technical design, and safety compliance effectively. An organizational chart visually represents the hierarchy and functional relationships, providing a clear framework for successful project delivery.
Scope of Work:
- Identify key functional divisions required for project execution:

- Define roles and responsibilities within each division, including specialized positions such as:
- Project Administrator, Project Planner, Cost Estimator, Permitting Specialist

- Construction/Site Managers, Quality Control Engineers, Commissioning Team
- HSE Engineers, Industrial Safety Engineer, Environmental Engineer
- Determine staffing levels and hiring phases to align with project schedule:

- Incorporate outsourcing strategy for specialized functions:
